There are lots of conspiracy theories out there. Some are bound to be true. Who's to say what's really going on in this complicated world we live in. Incentives exist for people to do lots of things which profit themselves at the expense of others and there are plenty of people who will resort to just about any dispicable means necessary to achieve their goals. That being said, most people are pretty decent most of the time and the vast majority of people are not in positions which allow them to take advantage of people who have little or no power. Of course, there seems to exist a tendency for evil people to be motivated to gain access to positions of power so they can achieve their evil ambitions and hence the existence of conspiracy theories of just about any kind imaginable.
